ROLE PROFILE:  Economist - Critical Infrastructure Protection Modelling Analysis

Role Description: The Critical Infrastructure Protection Modelling & Analysis (CIPMA) program is a computer-based capability used to identify and analyse:
• the relationships and dependencies between different sectors of critical infrastructure such as energy, water services, transport, communications and banking & finance; and
• the consequences of such a failure on industry, the economy and the community. CIPMA undertakes this through a program of “tasks” which examine a scenario or potential disaster, and provides subsequent advice on the flow-on effects across the sectors mentioned above as well as general consequences. These tasks are relatively short-term but high-priority projects that are used to build and strengthen the longer-term CIPMA capability. The partners in the program include:
• the Attorney-General’s Department – program management;
• other state and federal government agencies, and owner-operators of critical infrastructure – input into tasks which model threats to critical infrastructure, including project scoping and data supply;
• Geoscience Australia – technical development and implementation. Geoscience Australia’s Critical Infrastructure Project is seeking an economist to join a multi-disciplinary team of programmers, modellers, economists, GIS analysts, social analysts and engineers. The team is committed to developing rigourous and innovative solutions to modelling the interdependencies of Australias’s critical infrastructure systems and networks, and consequent economic and social impacts of critical infrastructure failure on Australian communities.

Role Duties:
1. Develop economic/business disruption models and use specialist software for quantifying the economic losses to a range of critical infrastructure failures, utilising a broad range of information sources.
2. As part of the broader CIPMA program, provide quantitative and qualitative economic analyses of critical infrastructure failure events on society; report on same results to CIPMA team and stakeholders.
3. Liaise with a variety of internal and external stakeholders including other Australian Government agencies, state agencies and industry.

Special Requirements: Degree or equivalent tertiary education, or commensurate industry experience, are essential. Excellent communication and report-writing skills are essential. An understanding of the general equilibrium model, the economic impacts of climate change, an understanding of critical infrastructure systems and their importance are desirable.

Key Relationships: Internal: projects in the Risk & Impact Analysis Group. External: Attorney-General’s Department, other stakeholders in the Trusted Information Sharing Network (TISN) such as industry and other state and Federal government agencies.

Shortlisting Question One:

· Demonstrated experience in economic theory and analysis, particularly with general equilibrium models; and an understanding of how this can be applied to the analysis of the impact of critical infrastructure failure on the economy
